The Change in Criteria for Awarding Public Works Contracts

10 Oct 2019

The Ministry of Public Works, Housing and Water Resources is working on amending the current regulation for the award of public works contracts, which favors the tenderer who offers the lowest cost.

The technical skills are to become critical in the assessment and award of such contracts, as part of a strategy to ensure quality and compliance with project execution deadlines.

The new regulation will include the establishment of reference prices for each type of project, which will put an end to situations where a tender is launched with certain reference prices but where bids are submitted with amounts outside those established as indicators. The new approach will force contractors to use their technical capacity as an asset to make their proposals viable, given that, from the financial point of view, there will be no space for significant differences.
